You are looking at Mexico
Tijuana, Mexico is just a short 20-25 minute drive from downtown San Diego. And as you can see from this photo taken from Coronado Beach, Mexico is very visible from San Diego. The islands in the background are called the Coronado Islands which are part of Baja California, Mexico and are mostly uninhabited.

Great beach shot. Back in the old days, I lived in Coronado, attending kindergarten and first grade there!
